I. Project Content, Construction Scale and Site Selection
The project is located in Xindian town with the land coverage of around 300 mu and subject to the level-2 class-3 (S2-3) land usage. Construction of the project can be divided into three phases: a sintered self-insulation block production line with the land coverage of 80 mu, which include 36000 square meters for the workshop and 26000 square meters for the finished product storage yard; a sludge treatment production line with the land coverage of 30 mu, which include 12000 square meters for the workshop and 7800 square meters for the finished product storage yard; three stabilized soil production lines with the land coverage of 20 mu, which include 6000 square meters for the workshop and 7200 square meters for the finished product storage yard; plus the construction waste disposal line with the land coverage of 50 mu, which include 12000 square meters for the workshop, 21000 square meters for the finished product storage yard; 120 mu for the muck and construction waste storage area.
II. Project Construction Reasons and Conditions
After completion, the project can deal with around 4 million cubic meters of urban waste and engineering muck (including 600,000 cubic meters of sludge and mud), which could basically and comprehensively utilize the resources of the muck excavated by the subway construction in Fuzhou and the construction waste generated along with the construction of the town. With the harmless treatment for the sludge and mud, the annual output of 30 million cubic meters of methane can be completely used for the production of sintered self-insulation block, which can save standard coal of over 2000 tons; the thorough recycling and utilization of the excessive heat and exhaust is capable of effectively reduce the emission of sulfur dioxide and other harmful gases. Meanwhile, it can also solve the zero-treatment of 120,000 cubic meters of sludge every year in Fuzhou.
III. Progress of Project work:
Topographic map surveying and mapping have been completed in July of 2015, and the design unit has submitted the feasibility designing scheme.

V. Project Economic Benefit Analysis:
CCCC Strait Investment & Development Co., Ltd actively made preparation for the construction of various supporting projects, which aims at not only consuming the subway muck but also utilizing the resources of construction waste. It echoed with the national circulation and development strategy and strived for providing Fuzhou people with a green and ecological environment. After completion of the project, the annual income will be RMB 400 million and the tax revenue will be RMB 20 million.
